The Substance of EU Democracy Promotion - A Wetzel, J Orbie
This article reports the results of a panel study of 36 countries of the East European and Mediterranean neighbourhood of the EU for the years 1988—2004. The analysis shows robust and strong effects of EU political conditionality on democracy in the neighbouring countries ends of EU’s democracy promotion. All of which has brought about a totally inadequate leverage policy whose impact in favor of democratization, human rights and the rule of law has been minimal. In the conclusions I will maintain that the EU must develop a stronger foreign policy So, while my ESRC project explored the EU’s construction of and democracy promotion efforts towards the Middle East, my British Academy project focused on how Islamist actors conceived of democracy in a Middle Eastern context and what they made of the EU’s efforts in this policy area, including of its specific liberal form of democracy that it wants others to emulate. Unpacking liberal and neo-liberal governmentality in EU democracy promotion and civil society funding, this insightful contribution to the literature will be of interest to scholars of International Relations, Middle East Studies, European Studies and democracy promotion.
